Alberta's entrepreneur pathways include four streams: Rural (established communities), Graduate (Alberta post-secondary graduates), Foreign Graduate (international degree holders) and Farm (agricultural businesses).

Commercial Eligibility

Who It Is For

  • Rural: 3 years owner-manager or 4 years senior-manager experience, high school, CLB 4, minimum $300,000 net worth, $100,000 investment, 51% ownership for a new business, one job, exploratory visit and community support letter
  • Graduate: qualifying Alberta post-secondary credential of at least two years, valid PGWP, CLB 7, 34% ownership, and at least 12 months of active business operation for nomination
  • Foreign Graduate: foreign degree within 10 years, ECA, 6 months experience, CLB 5, designated-agency recommendation, 34% urban or 51% regional ownership, priority-sector business, minimum investment and settlement funds
  • Farm: farm management skills, sufficient financial resources, minimum $500,000 equity investment in a primary-production farming business, and a viable farm business plan

Building a Stronger Case

What Makes a Stronger Case

  • Rural, Graduate and Foreign Graduate have official points grids
  • Foreign Graduate points include language, education, experience, ownership, investment, location, jobs, innovation and designated-agency assessment
  • Graduate points include management or ownership experience, economic benefit, jobs, Alberta relatives, language and education
  • Farm Stream is assessed on farming capability, capital, production plan and provincial agricultural suitability rather than a public EOI score

Business Plan Requirement

A route-aligned business plan should explain ownership, financing, market demand, operating model, location, staffing, financial forecasts, implementation milestones and the applicant's direct role. It must distinguish verified facts from assumptions and connect every major claim to credible evidence.
