BC PNP Entrepreneur Immigration

British Columbia's entrepreneur pathway offers three streams: Base (province-wide), Regional (smaller communities, lower thresholds) and Strategic Projects (eligible foreign corporations expanding to BC).

Commercial Eligibility

Who It Is For

  • Base: minimum $600,000 personal net worth, $200,000 eligible investment, at least one new full-time equivalent job, normally 33.33% ownership, qualifying experience and CLB 4
  • Regional: minimum $300,000 net worth, $100,000 investment, at least one job, 51% ownership, CLB 4, exploratory visit and community referral
  • Strategic Projects: eligible foreign corporation, demonstrated expansion rationale, minimum $500,000 corporate investment, at least three jobs per proposed key staff member, and up to five key staff
  • Active day-to-day management and residence within the required distance of the business

Building a Stronger Case

What Makes a Stronger Case

  • Human capital score: experience, ownership, net worth, investment, jobs, region and adaptability
  • Business concept score: commercial viability, transferability of skills and economic benefits
  • Base and Regional registration score maximum is 200, including 80 points assessed by BC PNP for the business concept
  • Invitation thresholds fluctuate and meeting the minimum does not guarantee an invitation

Business Plan Requirement

A route-aligned business plan should explain ownership, financing, market demand, operating model, location, staffing, financial forecasts, implementation milestones and the applicant's direct role. It must distinguish verified facts from assumptions and connect every major claim to credible evidence.
