- Must have completed a qualifying 2-year Nova Scotia program and owned or operated a Nova Scotia business for at least one year
Commercial Eligibility
Who It Is For
- Experienced profile: age 21+, intent to reside, minimum $600,000 verified net worth, minimum $150,000 eligible investment, CLB 5, high-school education, and qualifying owner-manager or senior-management experience
- Graduate profile: age 21+, qualifying Nova Scotia credential of at least two academic years, valid status or PGWP when required, CLB 7, at least one year of continuous ownership and active management in Nova Scotia, and at least 33.33% ownership
- Eligible business, active management and lawful source of funds
- Performance Agreement and work-permit stage for the experienced profile
Building a Stronger Case
What Makes a Stronger Case
- EOI factors include language, education, business ownership or management experience, net worth, age, adaptability, business location, investment, job creation and business priorities
- The province may invite selected candidates rather than everyone above a fixed score
- Graduate applicants are assessed under separate sub-criteria and do not need to propose a future business that has not yet operated
Planning Document
Business Plan Requirement
A route-aligned business plan should explain ownership, financing, market demand, operating model, location, staffing, financial forecasts, implementation milestones and the applicant's direct role. It must distinguish verified facts from assumptions and connect every major claim to credible evidence.
