Spain for Innovative Startups
Entrepreneur Residence Route · Autorización de Residencia para Emprendedores (REM)
The Spain Startup Visa, formally the Autorización de Residencia para Emprendedores (REM) under Spain's Entrepreneurs Law, is a residence route for non-EU founders who intend to start, develop or direct an innovative business with special economic interest for Spain. The commercial assessment is carried out by ENISA and the immigration decision by the Large Companies and Strategic Groups Unit, known as UGE-CE.

Who May Qualify?
The route is open to adults who are not covered by EU free-movement rights. Applicants may apply while legally present in Spain or from abroad. The proposed activity must be genuinely entrepreneurial: the founder must be actively involved in starting, developing or directing it. A passive investment or a conventional small business without a credible case for innovation or special economic interest is unlikely to satisfy the route's purpose.
Investment and Personal Funds
Spain sets no statutory minimum for business investment, personal net worth or job creation. The required business capital depends entirely on the project. Applicants must demonstrate that planned funding is credible, lawful and sufficient for the launch and development described in the business plan.
Separate personal maintenance funds are required alongside business capital. The applicable formula is based on the current Salario Mínimo Interprofesional (SMI): 200% of the annual SMI for the principal applicant, plus 75% of the annual SMI for a second family unit member, plus 25% of the annual SMI for each additional member. The applicable SMI rate and required period should always be verified from official sources before filing.
For 2026, the SMI is €17,094 annually. On that basis, 200% is €34,188 per year for the principal applicant. The SMI is subject to change and should be verified from official sources at the time of application. Evidence of personal resources is individually assessed and should establish ownership, legality and availability of the funds.
The entrepreneur authorization does not prescribe a statutory Spanish-language proficiency test or CEFR level. This is separate from any document translation or practical language needs that may arise during the process or in operating the business.
Business Plan and ENISA Assessment
A detailed, evidence-based business plan is mandatory. ENISA evaluates the founder's professional profile and commitment, the proposed product or service, financing, innovation, market opportunity and the project's value added to Spain. The plan should explain the business model, customers, competitors, launch strategy, operations, ownership, staffing, investment allocation, funding sources, financial projections and implementation milestones.
Viamora can assist with market and industry research, competitor analysis, target-market assessment, business-model development, revenue and pricing strategy, marketing and sales planning, operations, staffing, startup costs, investment allocation, cash-flow forecasts, financial projections, implementation schedules and commercial supporting documents.
A note on AI-generated plans: Business plans produced mainly through artificial intelligence may contain generic ideas, unsupported assumptions, inaccurate information or unrealistic projections. Non-original or unverified material may undermine credibility. Any technology-assisted content should be independently researched, customized and supported by reliable evidence.
Application Process
Technical project information is submitted through ENISA's official system. The immigration application is filed electronically with UGE-CE, together with the passport, health insurance, evidence of personal maintenance funds, applicable criminal-record documents, the signed application form and proof of payment of the government fee. UGE-CE obtains the mandatory ENISA report.
The statutory decision period for the residence authorization is 20 days. Applicants outside Spain apply for the corresponding residence visa after approval. The visa decision target is generally 10 business days, although security or consultation requirements may extend processing. A residence authorization exceeding six months requires a Foreigner Identity Card after arrival.
Family, Long-term Residence and Representation
A spouse or partner, qualifying dependent children and dependent parents may apply together with the entrepreneur or at a later stage. The initial authorization is valid throughout Spain for three years and is renewable in two-year periods. Long-term residence may become available after five years of continuous legal residence, subject to the applicable absence and integration requirements.
Applicants may represent themselves or appoint a legally authorized representative. Viamora provides business and commercial consulting and is not an immigration consulting firm.
