The D2 route is available to non-EU, non-EEA and non-Swiss nationals who can demonstrate a credible, evidence-based case for qualifying entrepreneurial or independent professional activity in Portugal. Two distinct profiles are recognized.

EU, EEA and Swiss nationals are not typically within scope, as different free-movement and residence rules apply to them. The D2 visa is a residence visa for third-country nationals; EU/EEA/Swiss nationals should confirm the appropriate residence mechanism for their situation separately.

An entrepreneur profile is relevant where the applicant intends to start a new business, acquire or actively participate in an existing Portuguese business, or establish a Portuguese presence for a business already operating elsewhere. Supporting evidence may include a business or activity proposal, financial resources, a commercially credible business plan, market rationale, company documentation where applicable, and implementation preparation.

An independent professional profile is relevant where the applicant intends to carry out qualifying freelance, consultancy or professional service activity in Portugal on a self-employed basis. For this profile, a service contract or written proposal for a service contract is materially important evidence. Professional credentials may also be relevant where the activity is in a regulated profession that requires separate authorization or recognition in Portugal.

The absence of a signed contract at the time of application does not automatically constitute a legal refusal ground, but it is a meaningful readiness factor. Applicants who have not yet secured formal contracts or written proposals should consider whether their supporting evidence and commercial rationale are sufficiently developed.

There is no fixed statutory D2 minimum investment amount. The business or professional resources available should be commercially proportionate to the proposed activity: a detailed application should credibly explain the startup and operating requirements of the specific venture and how they will be met.

Separate personal maintenance funds are required alongside business capital. The 2026 reference framework is based on Portugal's RMMG (minimum monthly wage) of €920 per month: 100% (€11,040 per year) for the main applicant, 50% (€5,520 per year) for each additional adult family member, and 30% (€3,312 per year) for each child or dependent young person.

Evidence of personal resources is individually assessed and should demonstrate ownership, lawful source and availability of the funds.

The D2 route does not universally require placing a specific capital amount into a Portuguese personal bank account before submission. Consular requirements can vary and should be confirmed with the responsible consular post before filing.

A credible D2 application generally reflects a well-defined business or professional proposition: a clear understanding of the target market, operating requirements, startup costs and financing sources, and a realistic implementation plan. The conceptual sequence involves preparing the business or professional activity and assembling supporting evidence; submitting the visa application through the competent Portuguese consular post, together with the passport, financial evidence, activity documentation, and other required documents; entering Portugal following visa issuance; and completing the residence authorization process with AIMA.

Processing timelines can vary by consulate and by the complexity of the individual case. The official AIMA review period for a complete application is generally stated as 60 days, but appointment availability, document queries and the later residence-card stage may affect the overall timeline. These are indicative stages, not guaranteed processing promises.

Following the visa stage and entry into Portugal, the D2 applicant applies for a temporary residence authorization with AIMA. The temporary residence authorization is currently valid for 2 years and may be renewed for successive 3-year periods, subject to continued compliance with the applicable conditions.

Qualifying family members may be eligible for family reunification under the applicable rules. Long-term residence may become available after the applicable period of lawful and continuous residence, subject to the integration and other requirements in force. Basic Portuguese-language proficiency is relevant for long-term and permanent residence, with A2 certification being one recognized method under the applicable rules.

Portugal's nationality framework was updated in 2026. Citizenship may potentially be available after the applicable statutory residence period, but the timing and requirements now vary according to nationality category and transitional rules.
