Spain Entrepreneur Residence Authorization

Spain offers a residence route for non-EU entrepreneurs who intend to start, develop or direct an innovative business with special economic interest for the country. The authorization is issued under Spain's Entrepreneurs Law and combines a commercial assessment by ENISA with an immigration decision by the Large Companies and Strategic Groups Unit, known as UGE-CE.

Who May Qualify?
The route is intended for adults who are not covered by EU free-movement rights. Applicants may apply while legally in Spain or from abroad. The proposed activity must be genuinely entrepreneurial, and the founder must be actively involved in starting, developing or directing it. A passive investment or an ordinary small business without a persuasive innovation or economic-value case is unlikely to meet the route's purpose.
Investment and Personal Funds
Spain does not prescribe a minimum business investment, personal net worth or number of jobs. The required business capital depends on the project. Applicants must show that the planned funding is credible, lawful and sufficient for the launch and development described in the business plan.
Separate personal maintenance funds are required. Official guidance uses 100% of the monthly IPREM for the principal entrepreneur. At the current €600 monthly reference, this is approximately €7,200 for one year. A partner adds 50% IPREM, and each additional family member adds another 50%. The applicable IPREM and required period should always be verified before filing.
Business Plan and ENISA Assessment
A detailed business plan is mandatory. ENISA assesses the founder's professional profile and commitment, the proposed product or service, financing, innovation, market opportunity and the project's value added to Spain. The plan should explain the business model, customers, competitors, launch strategy, operations, ownership, staffing, investment allocation, funding sources, financial projections and implementation milestones.

Application Process
The technical project information is submitted through ENISA's official system. The immigration application is filed electronically with UGE-CE, together with the passport, health insurance, evidence of personal funds, applicable criminal-record documents, the signed form and proof of payment of the government fee. UGE-CE obtains the mandatory ENISA report.
The statutory decision period for the residence authorization is 20 days. Applicants outside Spain apply for the corresponding residence visa after approval. The visa decision target is generally 10 business days, although security or consultation requirements may extend processing. A residence authorization exceeding six months requires a Foreigner Identity Card after arrival.
Family, Long-term Residence and Representation
A spouse or partner, qualifying dependent children and dependent parents may apply together with the entrepreneur or later. The initial entrepreneur authorization is valid throughout Spain for three years and may be renewed in two-year periods. Long-term residence may become available after five years, subject to the applicable residence, absence and integration rules.
