Serbia Temporary Residence and Single Permit
Self-employment or Startup
Serbia allows foreign founders, shareholders and sole proprietors to obtain temporary residence and work authorization through the self-employment basis. Serbia does not currently publish a separate startup visa. A startup founder normally uses the same self-employment route after registering a Serbian company or sole-proprietor business.

Who Can Apply?
The route is intended for foreign nationals who are registered in Serbia as a shareholder in a company, a sole proprietor, or a sole or controlling shareholder in another registered form of business activity. Citizenship determines whether the applicant must first obtain a long-stay D visa. Visa-free nationals may generally apply for the single permit electronically, including from abroad. Visa-required nationals normally obtain a D visa for employment before filing for the longer-term permit.
Business Registration and Financial Requirements
A Serbian business must be registered before applying under self-employment because the registration certificate is a required supporting document. Registering a business does not by itself guarantee immigration approval.
Serbia does not impose a fixed immigration investment or personal net-worth requirement for this route. For a limited liability company, the official minimum subscribed capital is RSD 100, unless a special law requires more. This is a company-law requirement, not a guaranteed immigration threshold.
Official visa guidance normally recognizes funds equal to the applicable Serbian minimum salary as proof of means. It also states that applicants filing on the basis of employment are not required to submit maintenance-fund or health-insurance proof at the D visa stage. Requirements should still be checked for the applicant's specific portal or consular process.

Application Process
The applicant first registers the Serbian company or sole-proprietor business. If a D visa is required, the employment visa application may be submitted electronically or through the responsible Serbian diplomatic mission. The self-employment evidence includes the Serbian registration certificate, invitation letter and accommodation-related documentation.
The single permit application is then submitted exclusively online through Serbia's official foreigner portal. The applicant or the registered Serbian business may submit it. The official decision standard is 15 days after a properly completed request. The current official fees are RSD 430 for submission and RSD 22,770 for approval. The permit may be issued for up to three years and can be extended.
Family, Permanent Residence and Representation
Eligible spouses, partners and qualifying family members may apply through family reunification. Permanent residence is generally available after three years of continuous approved temporary residence, subject to the applicable conditions.
Applicants may represent themselves, and hiring an immigration representative is not mandatory. Serbia does not appear to operate a separate licensed immigration-consultant profession.
