Belgium Professional Card

Self-employed Foreign Nationals

Belgium requires many non-EEA and non-Swiss nationals who want to operate as self-employed professionals to obtain a professional card. The card authorizes the specified independent activity, while a separate Belgian residence authorization is normally required for stays longer than 90 days. The competent authority depends on whether the business will be principally established in Flanders, the Brussels-Capital Region or Wallonia.

Eligibility and Regional Assessment

Applicants may operate as sole traders, company directors, active partners, agents of companies or associations, or in another genuine self-employed capacity. EU, EEA and Swiss citizens generally do not require a professional card, and additional exemptions may apply based on residence status, family relationship, treaty or limited short-term activity.

Each region evaluates whether the proposed activity complies with Belgian regulations and contributes sufficient value. Flanders distinguishes economic, innovative, sporting, artistic and cultural added value. Brussels assesses whether the project benefits regional prosperity, including innovation, employment, improved services, sustainability or international attractiveness. Wallonia considers economic, cultural, social, artistic or sporting interest, including unmet market needs, useful investment, employment, innovation and export potential.

Financial Requirements

Belgium does not impose one national minimum investment or net-worth threshold for this card. Applicants must nevertheless demonstrate credible financing, viable forecasts and sufficient resources. In Flanders, an economic-added-value application requires evidence of at least €22,838 in an account held in the applicant's name. Flanders also requires stable, sufficient and regular means of subsistence, using a 2026 reference of €2,408.79 per month. Brussels and Wallonia do not publish the same universal capital threshold, but financial viability and the ability to generate adequate income remain important.

Application Process

Applicants living abroad generally file through the Belgian diplomatic or consular post responsible for their lawful residence. Eligible applicants already legally resident in Belgium may apply through the relevant regional portal or a recognized enterprise counter. The application normally includes identity documents, criminal-record evidence, the business plan, proof of qualifications and financing, and documents relevant to the business structure and regulated activity.

Flanders states a decision period of 120 days after acceptance, subject to extension for complex cases. Brussels states approximately three months for a complete application. Wallonia does not publish one universal processing period on its central guidance. Approved applicants abroad then complete the D-visa and residence process before collecting and activating the card.

Validity, Family, Long-term Residence and Representation

Validity differs by region and case. Flanders generally grants one to three years. Brussels may grant up to five years, although an initial two-year probationary card is common. Wallonia grants a limited period based on the file. Renewal depends on continued residence, regulatory compliance, tax and social-security obligations, and evidence that the activity is operating as approved. Family residence and eventual long-term residence are separate immigration matters and depend on the applicant's residence status and compliance with Belgian rules.

Applicants may prepare and submit their own application, although regulated legal advice and formal representation should be obtained from an appropriately authorized Belgian professional where required.
