The Italia Startup Visa is a fast-track route for non-EU entrepreneurs who intend to establish an innovative startup in Italy. It is not intended for ordinary small businesses. The proposed company must be technology or innovation focused and capable of qualifying as an innovative startup under Italian law.

Eligibility and Innovation Requirements
The applicant must present a credible business model that could satisfy the legal conditions for an Italian innovative startup. The future company must generally be a limited company or cooperative established under Italian or qualifying EU law, with an Italian branch where applicable. It must focus primarily on technological innovation and meet at least one qualifying innovation measure relating to research and development, a highly qualified workforce, or intellectual property or registered software.
The innovative startup framework also limits annual sales to €5 million, prohibits dividend distribution, and requires the company not to result from a merger, division, or transfer of an existing business. There is no published restriction based on the founder's age, business sector, or chosen Italian region.
Funding and Business Plan
Applicants must demonstrate at least €50,000 in certified financial resources for the creation and operation of the startup. The funds may come from the applicant, investors, venture capital, crowdfunding, public or private financing, or a documented combination of sources. There is no separate official minimum net-worth threshold, but the applicant must also satisfy the consulate regarding prior-year income, accommodation, and ordinary visa requirements.
A business plan is required. The official first-stage package includes an application form, presentation deck, forecast of costs and revenues, proof-of-funds cover letter with supporting evidence, passport copy, and detailed information about the proposed product, market, team, innovation, and business model.

Application Process and Residence
The entrepreneur first submits the technical application electronically to the Italia Startup Visa Committee. If approved, the applicant receives a Nulla Osta, or certificate of no impediment. The applicant then files the national self-employment visa application in person at the Italian embassy or consulate responsible for their place of residence. The national visa fee is generally €116, payable in the local equivalent set by the consulate.
After entering Italy, the applicant must request a self-employment residence permit within eight working days. The official program materials describe an initial one-year permit. Renewal requires evidence that the innovative startup has been incorporated and that the applicant has adequate annual income. Current general rules may allow self-employment permits of up to two years, subject to the permit issued and continuing eligibility.
Family, Representation and Advice
Qualifying family members may use Italy's family-reunification framework, subject to income, accommodation, and relationship requirements. Applicants may self-represent. Italy does not operate a separate immigration-consultant licensing system comparable to Canada's RCIC model, but legal advice and formal representation should be provided by an appropriately authorized Italian lawyer or other qualified professional.
